As mentioned above, environmental issues are a concern. Especially wind effects on performance of the ACC and impacts on fan blade loading. Crosswinds will significantly reduce air flowing through the windward fans. Wind screens have been retrofitted onto many ACC to reduce the detrimental effects on performance and are used to reduce the dynamic loads on the fan blades. Sorry for my late response.
